when you install the game in full mode go to the directory where you have install the game open the folder ( MODEL ) thn look for the file (EmperorBuildingModels) right click on it then click propertis take off any check marks then open the file and falow the directions and how to change the settings of the game in this file you will be able to change the cost of buildings set the workers to each building and the land value good luck and make sure you make a buck up copy of the file just to be on the safe side
