Add -Dev as a command-line parameter to your shortcut for the game.

Example:"C:\Dawn of War - Dark Crusade\DarkCrusade.exe" -Dev

When playing, press [CTRL] + [SHIFT] + [~] (tilde) and then type any of the following codes in the console (case sensitive):
